First, as you know from my other articles, I am in favor of the US having some kind of a system similar to other countries of the world. I think France and Germany have the best systems. No other country in the world has a system whereby private corporations profit by their citizens receiving the health care they need.
Obama had a unique opportunity to give us this kind of a system, and he blew it! During his first two years, with a DEM House and Senate, he should have emulated FDR, made all of the DEMS "an offer they could not refuse" and passed a Single Payer system. Unfortunately, he could not keep them in line like FDR did.
Instead, he allowed certain DEM (owned by the insurance companies) to go their own way. He was left with no other choice. If he were to get a plan through congress, he would have to placate all the "insurance industry puppets" and adopt a plan which was almost identical to the Romneycare plan which the conservative Heritage foundation wrote. Of course, they included keeping the greedy insurance companies skimming their portion off the top before any money was spent on healthcare.
Now here's the odd part. Even though it was a plan written by Heritage, the GOP decided to scuttle the ACA for the simple reason that it was Obama who passed it. They did not want him to get credit for anything! After Obama promised that people can keep their plans, and that their premiums would decrease, the GOP had the insurance companies cancel or change and increase premiums on the plans they offered. They also pressured all of their GOP governors to reject the Medicaid expansion options for their states. It was a major part of Obamacare, and would have given millions more the healthcare they needed.
After they accomplished that, then the GOP adopted the mantra that it was Obamacare that was imploding, when any implosion was directly caused by them.
Curiously, at this time, Trump could not keep all the GOP reps in line, and his plan (increasing the insurance companies' profits even more, and decreasing benefits for the masses) was not passed.
Trump is now talking about changing the income tax system. I wish he would read my article on my Fair Flat Tax Plan.
